Announcement of FY24 Notice of Funding Opportunity: Enhancing Arctic Data Management and Development of Products and Tools under the Inflation Reduction Act
NOAA’s Global Ocean Monitoring and Observing (GOMO) Arctic Research Program (ARP) is pleased to announce the release of the Fiscal Year 2024 Notice of Funding Opportunity entitled “GOMO ARP – Enhancing Arctic Data Management and Development of Data-Driven Products and Tools for Climate Resilience under the Inflation Reduction Act (IRA)”.

For this opportunity, the GOMO-ARP is soliciting applications for two (2) competitions to implement Arctic data management initiatives and data system solutions that will not only facilitate access to data for researchers and the wider community but also enable the utilization of years of NOAA-supported Arctic research to develop useful and meaningful products and tools for the Arctic community.
- Competition 1: “Enhancing Arctic Data Management for FAIR Compliance” seeks proposals for scoping, planning, designing, and implementing Arctic data management activities and data system solutions towards FAIR data compliance and in line with NOAA’s data governance requirements.
- Competition 2: ”Building Climate Resilience through Data-Driven Products and Tools” seeks proposals for new efforts focused on the development of products, decision-support tools tailored for communities, or activities to enhance models and forecasts for better climate resilience.

Request for Short Proposals: Improved Sea Ice Models and Products under the IRA
The Arctic Research Program in the Global Ocean Monitoring and Observing Program (GOMO-ARP) is pleased to announce a call for proposals to advance sea ice models for improved products for Alaskan communities. This request for proposals (RFP) is funded through the Inflation Reduction Act (IRA) specifically for projects “that support the coordination, collaboration, and development of improved sea ice models and products in partnership with Alaskan communities, especially those that depend upon sea ice for hunting and transportation.”
This internal call for short proposals is open to Principal Investigators (PIs) at NOAA Cooperative Institutes. For details on the priority topics, application process, and award information please reference the RFP (PDF).

Funding Opportunity: Ocean and Coastal Carbon Observing Optimization Studies

The NOAA Ocean Acidification Program (OAP), in partnership with the Global Ocean Monitoring and Observing (GOMO) Program is soliciting proposals to optimize sampling strategies that improve carbonate chemistry observing systems co-developed with an observing data product end user. The products can inform real-time data delivery and forecasting of ocean acidification relevant parameters. The optimization design should be geared towards delivering data required to support the end user’s specific decision support needs.
Applicants should submit proposals not to exceed $500,000 per year for projects generally 2-3 years in duration, with a total multi-year budget not to exceed $1,500,000 (Option 1.a.: Up to $350,000 per year for three years; Option 1.b.: Up to $200,000 per year for three years; Option 2: Up to $500,000 per year for three years). Should funds become available for this program, up to approximately $4,000,000 may be available in Fiscal Year 2024 for the first year. We anticipate funding 2-5 projects with expected start dates of September 1, 2024. Funding is contingent upon the availability of Federal appropriations.
